This String2Integer function from system routine is getting used for auto conversion in tmap. This will always give error for empty string as he is just comparing string == null
I can understand the frustration you are having since the function is not giving the desired results. If there are any bugs, we are more than happy to help you to resolve the bugs.
Please feel free to use the JIRA to report any Talend related bugs and it will be picked on priority.

In the meantime, could you please share the screenshots of the system routine you are trying to use along with the version and flavour of Talend and also the component where you are trying to use this function?
