I am not clear about the purpose of commandline-workspace folder under commandline directory. I understand it as being used to store project related properties. Is that right ?
If I delete this folder, do I need to generate all the jobs in a project or is it enough if I generate a single job/project.
Is there any manual/documentation related to commandLine?

Yes. Every time when you init repository and connect to a project by using commandline, it will generate files under commandline-workspace for next-time quick using.
Usually commandline connects to SVN and downloads files from it or just access local workspace. You can delete commandline-workspace folder.
