Add a New Role

I am trying to create a new role named Publisher that can see Apps in the QMC and able to export, publish, etc.

I created a security rule and it created the new role which I assigned to 2 users.

But when they login to the QMC everything is greyed out.

I attached the rule. 

What am I missing?  Do they need to have access to App Objects also in order to be able to do this?
