Applying condition for time range

Here everyone, 

I want to ask that is it possible to create a range by looking time , For example i have data which is look like this 

(reference to the below file) the problem is that i want to create a range from time something like this 

i.e    evening (4pm to 11pm)

        morning (9am to 3pm)

       night(11pm to 9am)
