Can i have a conditional text inside a bar in bar chart?

Hi,

A couple of points if anyone has accomplished the following in QlikSense:

1. In Qlik Sense, I have a bar chart of certain KPI targets. I want to conditionally put inside a bar "TARGET NOT MET" or "TARGET MET" along with the percentage as labels. Can we do that?

2. I have a text/image chart placed on dashboard and this doesn't automatically fit when resolution is in iphoneX or other smartphones.
