Count if on Dimension not in table

good afternoon

Is anyone able to assist please, i'm trying to count i.e. Cover Type at Policy level, NOT cover level where the cover type is either Buildings or Contents and if they have both it's to be Combined i.e. example below refers.  I have got it to work if i incorporate the Cover Type Dimension but i don't want to.  Am Using a Table
