Create a dimension which values change depending on a filter

Hello community,

I want to create the dimension result= dim1 for year-1, if year-1 doesn't exist we take dim1 of the most recent year.

my problem is that i want it to be dynamic, the screenshot explains my pblm perfectly.

we will a filter pane for the year.
