A concatenate statement could create that. The real question is what are you trying to do with the data?

Data:

LOAD

    posting_id,

    country

FROM [lib://Desktop/clients_data.xlsx]

(ooxml, embedded labels, table is Sheet1);

Concatenate (Data)

LOAD

    posting_id,

    country

FROM [lib://Desktop/newtenders_data.xls]

(biff, embedded labels, table is tenders$);
