This seems to be an extension object not sure which one id this.

Not the exact look , but the to some extend the purpose can be achieved using the "Double Bar" extension:

I know the thread is some months old, but for the records, I think you just need a recent QS release and enable the chart option under

Appearence -> Presentation ->Jitter points
