Don't Reload If In Stream 'X'

Hello Folks,

Is there a rule that I can employ to make it so that apps in a certain stream do not reload?

I'm cleaning up our system, and I'd like to remove human error from removing something from the scehduler.

Any help is greatly appreciated.
