ExportData Work Place Security Rule

Hi all,

I have disabled the security Rule for all to ExportData from Apps (Security), but have also some Professional who create Apps in their workplace.

How can I set up a rule where the Professional can ExportData from their Apps in the workplace, but not the published Apps?
