Getting Average Value Issue

Hi Team,

 I have a strange Issue. I have one bar chart like below . Sheet has Month filter, Year filter and Week Filter.

Dimension is City Name. Measure is below screenshot. Since we have week, month , year filter .. measure created like this to get correct % in bar for each dimension and its working fine as of now.

Now I have a requirement to create one KPI chart for overall availability. like if I have 5 bars with value 98%, 99%,97%,99%,100%... my output KPI should be (98+99+97+99+100 / 5 ) = 98.6 

I tried with the measure formula divided by Count(City) , its not working . 

Can someone please give some idea to fix this please
