Till yesterday I was able to access all the apps.
From today I am getting the below error
I checked that I already allocated license and I have clear cookies & history . Is there any log file from where I can check the root cause of the issue.

Are you accessing using the qlik sense service account or a personal account. Make sure that you are not using the service account.
There is a technical limitation (in Qlik Sense or Windows) that limits how many paralell connections you can have for a user. The service account uses multiple when handling different internal tasks in Qlik Sense.
