Currently, when I mouse over a bar graph, and keep the mouse on the it, the tool tip appears and stay appearing for only about 7 seconds, then it disappears.
You are correct. I didn't leave it there long enough.
If I had to guess I would say no. Maybe there is an extension that allows you to control this. But I stay away from extensions myself because of lack of ongoing support with many of them.
