How to Hide the Dev Hub option for a user with an Analyzer license ?

Is there a way to hide the "Dev Hub" option for a specific user who have an analyzer License ?

I created a new Security rule so the user can access the Dev hub with read only right, but he still have the right to upload QliView documents.
