On the hub stand point you cannot change any rules, you must go to the QMC and under Manage Resources > Audit, and check the security rules that you or the user that your testing.

Is there any way to create a new security rule to grant users access to delete published apps.
We can manually delete from QMC --> Apps.
Now, when I right click on published app, it gives 3 options: Move, Duplicate and Manage Properties. I want delete option on right click of published apps on behalf of users.
