How to enable "Create New App" and "EDIT" buttons for non root admins

Hi Guys 

"Create New App" and "EDIT" buttons are missing for non root admins. For root admins it is working perfectly fine.

The Default security rules "CreateApp", "CreateAppObjectsPublishedApp"  and "CreateAppObjectsUnPublishedApp" are all enabled. Then what is the issue??

I have created custom rules for Streams, Apps and Sheets . which is working fine but non root admins cannot see the above mentioned buttons.
