Multiple Columns - Wrong Data Showing

here is the raw data that I am trying to put in a simple column. 

It should show Proficient as 6 on the Red column (col 2) and 3 on the Blue Column (Col 1). the Blue one is fine the red one is wrong!

 In the example below I have selected only the first column and it looks fine. . However when I add an additional column for the same count the results are wrong.

I realised I need to create a different table for look up (association)
