As stated in the title - I am trying to purchase a QSB subscription as of now the old Qlik Sense Cloud stopped working completely.
Unfortunately, I am not able to as I don't have a proper button in my user settings Subscription tab.
I attached how it looks like on my account.
Any help would be appreciated as Qlik Support is not responding (after 5 minutes of waiting for someone to pick up the phone, I gave up).

I would recommend that you submit a support ticket about this.
I actually did that, on top of trying to contact them via mobile.
Writing on forums was the last option for me as all the previous ones failed. Even though this case is super urgent for me and my company, the support is not responsive at all.

What is your email ID so we can debug further. You can forward to yvon.leclerc@qlik.com as needed.
It seems you are not the service account owner for the subscription. In this situation, you would not able to see the subscription nor purchase it. You need to use the email you created the tenant with.
