OpenStreetMap question

Hi All,

I am building a App and showing the Provinces in South Africa. I could not get the map to 'center' correctly. After some digging I found an issue with the boundary of a Province. The Province is Western Cape. If you look at the image you see the circled area, for some reason it is included under Western Cape. If you know how I can exclude it, great. Alternatively, does anyone know who this  error be reported to?
