A restriction of the FREE Qlik Sense desktop is to use a local user profile directory as a repository of the hub. That way it can't be deployed as a central / multi user application.
Qlik Cloud will allow 5 free users though with a central repository.
Anything else needs a manual aspect or paid solution.
