Percentage Reduction/Increase KPI

Hi,

I am currently trying to create a KPI that shows a percentage of orders [Order Count] that haven't been fulfilled (e.g. I want the percentage count to drop to 0% OR 100% when the [Order Count] has reached a value of zero. 

Is that possible?
