Permissions to create apps inside a custom stream from the hub interface?

I'm trying to figure out if what I need is possible. I have created a stream called "Client Stream". My clients have access to this stream, and can create and publish community sheets within the apps that are there. But my clients do not have access to the QMC at all, and do not use Qlik Desktop. They only interact with Qlik Sense through the hub interface. They want to be able to directly create new apps within the stream. They can create apps in the "My Work" default stream (I did not change that default security rule), but no matter what new rules I try out, I can't get the "Create app" button to appear in "Client Stream". Is this possible? Does Qlik Sense support creating apps directly in new streams from the hub? Or will I have to go in manually to the QMC, duplicate the client's app from "My Work", and republish to the correct stream?
