Proxy/Consumer nodes work while central and fail over nodes are down?

Hi team,

We have multi node system where we have 2 Proxy/Consumer nodes, 1 central node, 2 scheduler/ passive central/ fail over candidate and 1 persistence layer or server where repository database and share folder is available. 

For an instance, I make central and scheduler/ passive central/ fail over candidate servers down(stopped services), I have noticed that Proxy/Consumer servers keep serving the apps or content to clients. I awaited for 4 to 5 minuetes but Proxy/Consumer hub was avaialbel. I was in impression that if central and scheduler/ passive central/ fail over candidate are down then complete Qlik multi node site will be down but this observation contradict my concept.
