Qlik Sense Client Certificate is not created after restarting QRS

Qlik Sense Client Certificate is not  created after restarting QRS under Current User - Personal.As per Help Document it should be created automatically once QRS is restarted. It created the certificates under Current User - Trusted Root Certification Authorities, LocalComputer-Personal and Local Computer - Trusted Root Certification Authorities.
