Qlik Sense : Data Connections in QMC

Why can an admin user not create a data connection (folder or otherwise) via the QMC? This seems like a major design flaw. 

I am trying to configure a mashup in QAP for a client and the fact that I have to download Qlik Sense Desktop to create a blank .qvf file is a major inconvenience and not at all practical in a production environment. 

I would REALLY like to know what the reason is behind this.

I can't answer why it's not in QMC, but can suggest you might find it easier to create the connection via command line corectl https://github.com/qlik-oss/corectl/blob/master/docs/corectl_connection_set.md
