Radar Chart Configuration

I am currently trying to setup a Radar Chart but am having no joy.

In short, we have several Major Milestones.

For each of the Major Milestones, we are trying setup a radar chart showing the Construction vs. Quality percentages  for the 10 -20 Minor Milestones. We get it in Excel, but Qlik is asking for 2 Dimensions and One measure and I can't replicate the results.

We have moved the info to SQL and I have attached the SQL DB structure as well.
