I am not sure, but have you tried this?

Count(If(IsNull(RANGES) = 0, IDS)/
Count(TOTAL <Manager> If(RECEIVED_B = 1, IDS))

Haven't came across situation like this. Can you please explain more for community members can understand better and more out of it.
