That does't sound right. In my charts the with the scroll alignment set to 'Start' the scroll bar toggle is located on the left, and if I choose 'End' it is on the right. If the scroll bar was not needed due to a small range of data values that are all displayed then I wouldn't expect to see the scroll bar at all. Likewise if you choose to use the continuous scale option there won't be a scroll bar. Can you share an example app where you can see the scroll bar but nothing happens when you change the alignment toggle? Also, what version are you using?
