Table with first hit Rsc Avialabel per Product

I have a table like this

Now I need a 2nd. Table with all products.

Only with first date avialabel ist 60% or higher in all Rsc need per product.

Product	Availabe min
ProduktA	03.04.2022
ProduktB	02.04.2022

Can anyone help me?
