Transforming rows values to column!

Hello!

I have a data snapshot like this :

There are "Tax Authority" & "Country" in column 'Name_u4'.

I want to split out "Tax Authority" & "Country" from column 'Name_u4', 

which mean there will be two separate rows which is "Tax Authority" & "Country".

Is it possible ?
