Where clause in Rest Connection

Hi All,

Can anyone please let me know how to put where clause in URL of Rest connection?

I have tried to implement as below:

URL    "https://amerisourcebergenqa.service-now.com/api/now/table/incident?sysparm_offset=$(Offset)&sys_upda... 20:13:43'&sysparm_limit=10000",  to fetch data for 2016-09-09 20:13:43. However it is not working.
