help me on below problem with gauge chart?

Hi

I am creating gauge chart and  writing below expression.

count(distinct {<[ Effectiveness1]={'Effective'},"Risk Status"={'Approved'}>}[Control ID])/count(distinct {<"Risk Status"={'Approved'}>} [Control ID])

It showing some % value.

and my filter is effective and ineffective .if select ineffective it showing  zero % and same time some value display. How to remove the value.
