I have a request to allow a few users to take a local copy of a Dashboard onto their laptops and then access the Dashboard when they are offline (no internet access).
The only option I remember for access offline would be while using Mobile app. But if you want to let the user export the app, maybe you can create a security rule that allows those users to export the application from the QMC and put in place the necessary security:
*Allow access to the specific App section in the QMC
*Probably restrict access so users can only export specific applications from the QMC
