can qlik sense end user can rearrange object in layout without edit!!!!
we want a feature that user can rearrange objects and save it for there personal use.

It can duplicate the application's tab and edit as it wishes ...
anything other than duplicate !!!
A user duplicating a sheet (on a published app) will make a duplicate only in his personnal workspace, until it's published. A duplicate will not affect the original sheet
You juste have to be careful that the user can not publish his sheets.
Install qlik desktop and play .qvf on user machine .. But the most correct way would be to duplicate the application for the user.
