Qlik Sense unlike the Qlikview version of the server is not compatible with IIS. It is essential that any service or program does not use port 80 and 443. In your case, most likely, IIS uses these ports. For this reason, Sense server can not bind for themselves those ports  and  does not work.

Try change IIS port to like 88 for http and 444 https and restart IIS service. Then you can open QMC and here change Qlik proxy service ports.

I see that for whatever reason, are not allowed, the service repository can not create or store certificates.

WIN-Q2TDMOJ015C\testWhen trying to create certificate for service certificate location LocalMachine/My:Object reference not set to an instance of an object.
WIN-Q2TDMOJ015C\testWhen trying to create certificate for client certificate location CurrentUser/My:Object reference not set to an instance of an object.

check whether there is a certificate is created in the data storage
