App Stream not visible for the users who never accessed app

I am trying to find which user has what stream access in License Monitor app. I have duplicated the app and trying to modifying it. For all the users there is a null in the app stream along with the stream which is assigned to the user but if the user has not accessed the app even once, the assigned streams are not visible, only the null in stream is visible.

For example:

Users, Stream

U1, Retail

U1, IT

U1, -

U2, -

U1 and U2 both have Retail and IT Stream Access.

According to above example there are two users in the system, U1 and U2. First there is null stream line there along with all the assigned stream because it accessed the app at least once. However U2 never accessed any app, so only one null stream line is visible.

Why is that behavior and how to correct it?

Did you end up finding an answer to this?  I am experiencing the same thing on one of our servers and not finding much on this in the community.

So, I gave RootAdmin to userId="system" (service account being used by Qlik Sense)

I tried a security rule (https://community.qlik.com/t5/Official-Support-Articles/Qlik-Sense-Operations-Monitor-A-problem-fetc...) but it helped only partially (only 3 of 10 streams appeared, all the rest were shown as blank values)
