App continues to load in background after error code 5

I have multiple users that are experiencing an issue when they try and reload an app that is in a stream.

The reload runs, then places an Error Code 5 on the screen, but the app can be seen running behind the message and runs to completion.  

The users also do not get that message when they reload from their workstream.  

 

These apps have no section access.
