The final customer has deleted the development app in the personal space. It's possibile to duplicate ore move the puplished app (from a managed space) to the personal space? User have a professional license, it's the app owner and all user permission are enabled, but the popup menu show only a limited commands list for the published app.

Currently it's not possible to retrieve deleted apps in Qlik Cloud. A feature request has already been raised for this, feel free to upvote it to increase it's weightage.

Yes, that could be another way to get the app after unpublishing it using CLI/ PowerShell, but in Qlik Cloud there is no direct way to achieve it.
Also there are some best practices as mentioned in the shared links for future use-
-- Some customers have instructed users not to delete apps, but to move them instead to a "recycle bin" shared space. Once it's confirmed that the apps are not needed, they can be deleted from there.
-- Backup apps by exporting them using Qlik- CLI.
@Sweta_Sharma the bigger issue is that even if I use powershell to move an app from a managed space to a personal space, I can't edit it, despite being the app owner.
Some apps even have no owner, just blank, so can't edit them either.
This is such a complete mess, we have apps we can't change or edit or access because we published them to a managed space. This seems less of a feature and more of a necessity. I'm very concerned that a large BI platform is posting alternative powershell commands to do something really basic.
