Excel with many fields to crosstable

I have an excel with many fields it has couple of descriptive fields and 2 value fields ( YearQuarter Target and Qaurter values) is it possible to create a crosstable without modifying the excel?

What it look when in script:

CrossKPIs:
//CrossTable(YEAR,QUARTER)

ACTION,
NAME,
DESCRIPTION,
