Missing data couldn't be formatted because there is NOTHING against a formatting or any other kind of access/calculation could be performed.
In QV there was an option within the chart-properties to define the replacement-char for NULL and it could be set to ZERO whereby it wasn't a numerical value else a string (doesn't bother within the chart itself but by exporting the table it might be unwanted). Maybe Sense provides a similar feature.
Depending of the cause of the missing data (missing records, NULL values, missing relationship to other data/tables) and the object-structure the missing information might be fetched with adjustments to the expressions, like:
rangesum(MyExpression, 0)
but quite often it's not applicable. If not you will need to populate the missing data within the data-model or living with shown '-'.
