How to calculate Average of time field having multiple frequency

Hello All,

I am having trouble finding an Average of a time field that has multiple frequencies. 

The attached image shows the field 'Duration_of_Outage' in minutes and the number of incidents that have occurred in that time band.

I need to calculate an average of: 'Duration_of_Outage', but I am not able to sum the field, cos the frequency of each incident has to be included as well. 

I tried this expression,  but its giving an error: Avg(aggr(Count(incident_distinct_number), Month, Duration_of_Outage)

Could someone please advise if this is the correct expression and is there any other way to achieve the desired result.
