How to disable "My Work" and application duplication

hi,
I need to disable specific users disable application development and duplicating applications. Well, here is the problem, the user does not have any application and after blocking it shows that he has access to "My Work". Quite important, the user has a pofesional license, but I want to block some of them from accessing.
Anyone have an idea?

In order to prevent people from creating apps, you would first need to modify or disable the default rule CreateApp which allows all identified users to create apps. You would then need to create an alternative rule (like the one you attempted) to define which users are able to create apps.

For duplicating an app, by default an app's owner is allowed to duplicate and publish that app, as per the default rule OwnerPublishDuplicate. As before, you could disable this rule and set up your own, more limited rule.
