Interesting Query: Order must deliver as per FIFO method

Hi all,

I have 2 data set, they don't have any PK.

1. Orders data:
These are the orders being placed by customer.

2. ShopperStock:
Stock detail of each outlet

Desired Outcome:
If multiple similar orders are in queue for a specific shop then it must deliver them according to the order placed, if not then it's an error/ red flag.
I have attached .qvf & excel for better understanding.
