Most recent week function/formula?

I want to write an if statement based on data compared from the most recent week to the previous week.

 

Basically im looking for a function to say this:

If (MostRecentWeek) - (PreviousWeek) > 20, Do this, --) 

 

How would I specify the most recent week or previous week if i get new weeks data every single week?
