Put if statement in alternate state

Hi,

Date 1 & Date 2 is alternate state measures. I put the if statement in both measures in alternate state. But for Date 2, it not follow the condition. 

When i check, for Bill-Year field in Date 2, it read as no value as actually it has value. For Date 1 is correct.

Why this happened, because i need to put Bill-Year in the if statement.
