Qliksense Section Access Error

[NewUser2020]

We are having issue with the section Access. 

For example   

This is working fine 

USERID	ACCESS	ROLE	NID	YID	OMIT
A	ADMIN	MANAGER	A	A1	XYZ

Below is not working. Getting Access denied Error.

USERID	ACCESS	ROLE	NID	YID	OMIT
A	USER	MANAGER	A	A1	XYZ

Note: we are not reducing the data based on Role. It is used to hide/show objects based on user role.   

Any suggestions/input would be helpful.
