Section Access row level security Not Working

Hi, Im wondering if someone can help me with section access, I think I have it set up the way it should be following example but it doesnt appear to be working. I have a few lines in a file that are then loaded in for access. I then match these in the  'Section Application' part however for some reason I can see data for 2 reatailers instead of just the one when I open the app in accesspoint. Can anyone tell me what I'm doing wrong?

The ADMIN line allows all users to see everything.
