Section access is not working as expected

Hello got a qlik sense app with section access defined
there are users with ADMIN ACCESS and other users with USER ACCESS

only users with ADMIN access are able to open the app
users with USER access get access denied message

I commented the Section Access; line
and the users with USER access have related data in the fact table

kindly advise as this is the first time I face such an issue

at line 35 I'm trying to give myself the data from another user and I also get access denied when I reload the data

Are the data from SECURITY.qvd in uppercase? I know this is a bit a stupid question but like you, I don't see where the issue is coming from.
