Show chart by years

Hi!

I have a little problem, and I hope that somebody can help me! 

I  need to show some data for years in a chart.  Like this: 

Also, this chart should be used as a filter ( by month) and a user can select only one month. So, if I select data for April and I don't have data for April by last year - I can't select last year in my filters.

Example: April 2019 (i don't have data for April 2018 and i can't choose 2018). 

Are there some solutions to solving this problem? Can I make an independent month filter by year filter? Or can I use some default features of Qlik Sense Cloud for showing data by years?

P.S. Using a variable and buttons from the extension for data filtration was nice solution, but I can't use extensions in the cloud version.
